[WT-support] doubled DX spots in local network

The broadcast address looks wrong. If your two PCs are assigned different
IP addresses 10.10.10.x and 10.10.10.y, then broadcast address should be
set 10.10.10.255 in both copies of Win-Test and in wtDxTelnet.
