[WT-support] Offset-Window do not open

I suspected it. My hope was that in the source code is a condition for 
showing the offset window.

Yeahh, I will likely provoke scrolling eyes :-)

It's running under Linux/Wine. In the meantime this generally works well.

There is a second PC with the same OS, installed at the same time where 
it works.  The only difference in this two PCs is, that the failing one 
has one of its two monitors with a lower resolution. On the working one 
both monitors are equal.

BTW. launching Win-Test on the primary or secondary monitor makes also 
no difference.

Thanks for testing, I will keep you informed if there if we find 
solution for this mystery. It's hard to test because the PCs are on the 
hill some km away. Likely, we will exchange the PCs for the next contest.
