Thanks for the response. I don't think I am using the CW memories. Here is 
what I do to create the situation:

Enter Win-Test with no contest file open (blue screen).
Select from the menu: Options/CW/Serial Number (this can also be done from 
within a CW contest file)
Uncheck 'Leading Zeros'

Now create, or go into a RTTY contest file.
You will note that the Options/CW selection on the menu is in grey - it 
cannot be selected.
The menu selection Options/RTTY/Modify Standard Message is all set up as 
expected (ie F2 = 599 $SERIAL)

I enter a callsign into the log and press F2 on the RTTY (Radio 1) window.

The resulting transmission does not have leading zeros on the serial number 
exchange.

Now if you go back to the start and select 'Leading Zeros' in CW, they 
appear OK in RTTY mode.

I think the leading zeros are needed in RTTY so that the receiving software 
can recognise it as a serial number exchange? If that's the case, then I 
really see this as a bug (though there is obviously a workaround). The point 
is - you cannot reselect 'Leading Zeros' from within the RTTY log, you need 
to exit, re-configure, then come back in.

Comments please! 'As designed' - OR - 'User Error'.
