This fixes a problem with USA callsign exceptions.  There was a recent
change to some of the FCC database files.  My software assumed that
data records in those files were in chronological order, but that no
longer seems to be true.  This caused a problem with callsigns that
had been reissued at any time in the past -- sometimes the software
would use an old QTH instead of the new (current) one.  I fixed my
software to not make those assumptions.  I apologize for any needless
distraction that this problem caused.
