[WT-support] WinTest IOTA Setup and potential unsupported issue

Larry
ALL RSGB HF contests (not VHF ones) allow self spotting in 2025. This may
continue in 2026. That is still to be decided.
Note that the UKEI contests listed on the RSGB HF Contest website listing
(UKEI DX CW in April and UKEI DX SSB in Nov) are NOT included in the rules
change.
