[WT-support] Win-test registration

The one-time fee covers all the PCs you own now, or in the future.   But
that is for contesting.  The DXpedition version is completely free and full
function, except it does not support any contests.

For the full contest version, each PC will need to obtain a unique (free)
registration code using the website.
