[WT-support] HA-DX rule update

Dear Larry,

Please find below the HA-DX rule update.

To enhance the youth motivation for participation a new, "YOUTH 12 hours 
MIX" category is introduced with the "standard WPX" minimum 60mins 
off-time regulation.

In addition, the MS entries are allowed to log new multiplier without 
any band change restrictions. Important, the contact only can be 
multiplier, and still only one signal is allowed at any given time.


Could you please update the contest rule in WT to reflect this change?
