What type of transceiver are you keying? Modern radios have built-in CW
and PTT keying available via the virtual COM port DTR pin, making the use
of a WinKey unnecessary.

What are your WinKey configuration options (type WKSETUP [Enter] and attach
a screenshot). Did you select these options?
