---------------------------------------------------------------------

   file format upgraded to v3.

- ARRL DX : LCR parser updated. Tnx N6TV.

   frequency was modified. Tnx N6TV.

file format upgraded to v3. Tnx PA2A.

- Bugfix : WAE EU-side : Under some circumstances, received QTC
date/time could be wrong. Tnx DL7AWO and DL7YS.

- External UDP messages : Better way to send these UDP frames, and
make them compatible with the current version of FreqEZ.

- Bugfix : Contest recorder : When stopping the record or when the
files were rotated, Win-Test could hang/crash randomly. Tnx DL1MGB.

- Bugfix : WAE Non-EU side : If an EU QSO was logged with exchange 000,
and if it wasn't a mult, it wasn't displayed in the transmit QTC
   dialog and couldn't been sent.

- Bugfix : The DTR line wasn't correctly set when the DTR always ON was
   used. Tnx DL5MLO.

- Add a checkmark to the Intelligent QSL menu item if this feature is
   enabled

- SAC : The Q with Russian and Belarus stations count 0 point and don't
count as multipliers. See https://www.sactest.net/blog/rules/ for
   details.

- Added support of the Serial-over-TCP/IP protocol (RFC2217). It is a
Telnet protocol extension for controlling Serial Ports remotely.
Hardware devices like the USR-TCP232-302 ethernet module are
supported (please note that USR-TCP232-302 has a limited support
of RFC2217, especially the serial speed which must be set on the
device itself). Software Virtual COM emulators supporting RFC2217 can
   also be used remotely, see
   https://gist.github.com/ssz360/696a5397003562156f62a556d29d961f for
some examples how to use com0com-rfc2217.
Unfortunately, RFC2217 extension is not suitable for time-critical
   interfaces like WinKey.
