[WT-support] Win-Test 4.42.0 and missing DLL

Hi

We've got some reports of users having "missing DLL" alert messages, 
despite they used the installer, and the dll was indeed in the Win-Test 
directory.

If you got such an error, please download and install 
https://aka.ms/vs/17/release/vc_redist.x86.exe and restart Win-Test. 
That should do the trick.
