Latency comes down to two items - 1) does the sound card have
hardware (analog) monitoring capability (those that do will
generally show a "microphone" control on the "Levels" tab for
the output device in Windows Sound Control Panel) and 2) Will
Vista/Windows 7/Windows 8 allow you to access/control it.

For devices that lack a hardware monitor, it is possible to minimize
latency by careful choice of sample rates *and* data formats for the
sound card microphone.  Lower sample rates, lower numbers of bits (8
vs 16 vs. 24), and less compression will all reduce latency when the
monitor must be done via digital loop (no hardware monitor or
monitoring on a separate sound card).  Careful parameter adjustment
and attention to software priority can often get the monitor latency
below 100 ms which is, in most cases, low enough as to not be a
problem.
