[WT-support] Master.scp

I have loaded master.scp into the   (Windows 7) 
C:\ProgramData\Win-Test\databases\ directory,  but cannot get WT to use it.  It wants to use HF.DTB 
instead for the check  partial.  I tried renaming master.scp to default.scp, 
but no  joy.
 
What is the trick to getting WT to use  master.scp for check partial?
