I looked into this when I built my FT-2000 Lua scripts:

As far as I could tell, you can move the RIT incrementally by 10 Hz with a
CAT command, but not the VFOs.

If you figure out a way to do smooth incremental FT-2000 CAT tuning via
Win-Test , send me what you come up with and I'll add it to this file.
