"Plane Pileup" is programmed to do that:

INSERT:  $R2R2 $INSERT $R1R2

In ESM mode, the INSERT message is sent when you have a callsign in the
exchange field and you press [Enter].

The F1 message is sent when you don't have a callsign in the exchange field.

>From the Win-Test menu, select Operating | Modify the Scenarios ... and
change the run column for Primary Radio to

INSERT:  $R2R2 $INSERT $R1R1

Does that do what you want?
