We actually operate this way. If the software is written 
correctly, it will be the best solution.

The manual lockout can never work correctly.

It is so important to do this that when I was told it would 
never be done (like fixing the CW features) I built external 
memory boxes that also lock out. :-)

IMHO, I doubt a perfect solution is to send automatically 
the message
when _another_ operator decides to do it (by the releasing 
of his radio)
! If so, there are chances it will be sent totally out of 
sync with the
transmission "moments" of the station I want to call. I 
can't imagine
the mess...

Just my two Euro-cents.
