[WT-support] after RDXC

Hi to every RDXC fan ;-)

I'd like to "polish" the data files for this contest, and being ready 
for the next one !

1/ The official RDXC regions list 
(http://www.rdxc.org/asp/pages/regions.asp?ORDER=1) uses the YA 
abbreviation for Saha. Thus, it will be still used in the Alt-Z wnd (no 
modification). Unless a RDXC contest official modifies this page, I will 
stick to it.

2/ The CTY_OBL.DAT file will be modified to use the YA abbrev. for this 
region instead of SH (line 215 of the current CTY_OBL.DAT 
http://download.win-test.com/files/country/CTY_OBL.DAT)

3/ The OBLASTS.DAT file will be also modified to allow the usage of the 
SH alias to YA.
