[WT-support] Suggestion: A dedicated one-line "Current CW Speed" Window

Suggestion: A separate window that displays CW speed only, and nothing more

Rationale:

   1. When calling stations in Search & Pounce mode, it is important to
adjust your CW speed before calling. You don't call someone at 35 WPM if
they are CQing at 28 WPM.
   2. When CQing, CW speed is also adjusted constantly, to match the
   conditions and the pileup.
   3. Knowing your CW speed at all times means your eyes are going to be
looking at the CW speed window all the time, so you want to move the CW
speed window someplace close to the data entry window, so your eyes don't
   have to move so much.
   4. The Rate window, where CW speed is displayed today, is too big to
locate in some places. For example, if you want to display your CW speed,
just below the callsign entry field, you can't do it without covering
   everything up.
   5. You can't display the CW speed in a bigger font without making all
the other info in the rate window also display in the same bigger font.

Background:

   1. In CT, you can drag the one-line CW speed window and move it,
separating from its default location below the Rate window.
   2. In NA, CW speed is always displayed on a single line right, above
   the data entry window.

Detailed "requirements":

   1. One line only
   2. No title bar, just like the VU meter (the microphone audio level
   indicator)
   3. Font and color adjustable, same as other windows
   4. Drag and move anywhere (except off the screen, where it will be
   really hard to find!)
   5. Always visible when you are in CW mode
   6. Disappears when you are in any other mode
   7. The current CW speed can still *optionally* be displayed at the
bottom of the rate window, where it is today, for those who are used to
seeing it there. Today there is no way to turn it off.
