[WT-support] New User - Can't Start Program

I did everything you suggested.  When I OK out of the contest settings 
dialogue, no child windows appear, and any attempt to open windows (Alt-R, 
Alt-S, etc.) results in the error mentioned earlier.

I began with a fresh download from the web site, just in case my previous 
one was corrupted, and the installer ran normally.  I'm baffled!

Computer specifics -- Windows XP Home, 384 MB, 2.2 GHz P4

As you said, it is the twilight zone.  Would my WT.ini help?  It is very 
short and is appended below:
