We will want to upgrade them all to 3.27.1, but I find that the
update-only *.exe is not available at

Also, I don't find it at http://download.win-test.com/

They recently added a "v3" to the directory path. See

http://download.win-test.com/v3/bin/

for all versions of V3, both update and full (and no password is required to view this page or to download or install).

Be sure to download a copy of the latest country files too, from:

http://www.country-files.com/cty/#Win-Test

I have a copy of wt-3.27.1.exe 9.8 MB on disk. I assume it's the full
package, not the update.

Correct.

Will it make a difference?

No, the full package includes updated HTML documentation mostly, .dat files and country files which may be out of date.

I'm concerned that if we install the full package over an existing copy,
one or more machines may need to be registered again.

That should not happen as long as you don't erase or rename C:\Program Files\Win-Test\wt.ini or make the mistake of installing the new copy in a new directory. Once a registration code works on V3, it will always work on that machine for V3. Reinstalling the full or update version in the same directory never replaces wt.ini so it is safe to do and you won't have to re-register.

But do NOT try to copy wt.ini from machine to machine; that will force re-register.

We have no Internet there and so cannot register from HC8. How can users who do not
have Internet access perform the registration? Is there a way to do this
if it turns out to be necessary?

Yes, just provide the 4-digit account number, callsign and PC code displayed via "Help | Register software" in the WinTest menu to a 3rd party with Internet access. They can request a registration key for you, which will be emailed to the OWNER'S email address (not the requester). So your friend will need access to your email account to obtain it for you. Better yet, set up a forwarding rule in your email system to forward a copy of any email with a subject line containing the phrase "Win-Test registration key" to your friend's email address.

I assume the existing registration codes are available somehow in each machine, but I'm not sure how to
access it.

It's displayed via Help | Register Software and it is also in plain text in C:\Program Files\win-test\wt.ini.

We will be arriving only 24 hours before the start of the contest, so
any problems will be very painful for us!

You should have no problems simply upgrading every machine to 3.27.1 with the same install file, no re-registration required.

GL from HC8!
